Malcolmson pitches ‘best practices’ idea for plan reviews
Monday, August 27, 2012

A recommendation that Trust staff consider developing a Trust-wide Official Community Plan (OCP) review “best practices model” was fleshed out by Trustee Sheila Malcolmson at last week’s meeting of the Islands Trust’s  Local Planning Committee (LPC).

At the July  Local Trust Committee (LTC) meeting at the WI Hall, Planner Chloe Fox addressed a resolution on the LTC’s follow up action list that refers the recommendation to the Trust Council’s LPC for consideration. Fox said Regional Planning Manager Chris Jackson, and Director David Marlor, who were assigned the task of taking the idea forward, needed more context before they could do so.

The Local Planning Committee (LPC) considers Trust area-wide planning issues.

The best practices recommendation was originally proposed by former Trustee Deborah Ferens towards the end of the last term. During a discussion of some of the challenges the LTC faced during Phase One of the OCP review,  Ferens suggested that Trust-wide guidelines might be helpful to LTCs when they are reviewing their OCPs.

As previously reported, last term there were both a number of staffing changes, and confusion regarding process during the OCP review.

Saying, at the July meeting, that she could also provide notes that she “submitted to the (LTC) at the time that we made this recommendation” Malcolmson volunteered to take the recommendation to the LPC.
